An initiative by BORDONARO IT

Sovereign hybrid cloud. Designed with Azure. Proven in the datacenter.

SOVEREIGN CLOUD ALLIANCE helps organizations bring Azure, Azure Local, Azure Arc, datacenter, and edge into one operating model: secure, compliant, and ready for real-world operations.

Not every workload belongs in the public cloud. Not every datacenter should remain isolated. What matters is an operating model that brings together control, data sovereignty, governance, and innovation.

No buzzwords. No slideware. Architecture tested in the lab and designed for real production.

Built for executives, IT leaders, platform teams, and organizations with high requirements for compliance, operations, and data sovereignty.

“I do not build hybrid cloud fantasies. I build operating models that work in real datacenters.”

Azure Hybrid · Azure Local · Azure Arc · Datacenter · Edge · Enterprise Lab

Hybrid is not the problem. Unclear operating models are the problem.

Many organizations run workloads across Azure, their own datacenters, edge locations, service providers, and historically grown environments. Technically, many pieces work. Management, security, governance, cost control, and responsibilities still drift apart.

The result: too many tools, too many operating models, too many escalation paths, and not enough clear control.

Fragmented infrastructure

Azure, on-premises, edge, VMware, bare metal, and legacy systems are operated with different tools and processes.

Compliance without a clear model

Data residency, GDPR, audit requirements, and internal security standards are often solved project by project, without one consistent model.

Operations under pressure

IT teams are expected to deliver cloud speed without losing control, stability, or availability.

Vendor finger-pointing

Microsoft, hardware, networking, security, service providers, and operations teams too often point at each other when issues occur.

The answer is not “move everything to the cloud.” The answer is a clear operating model for the right platform in the right place.

One Azure operating model for cloud, datacenter, and edge.

SOVEREIGN CLOUD ALLIANCE connects Azure, Azure Local, Azure Arc, and modern datacenter architectures into an operating model that combines centralized governance with local control.

Workloads can run where it makes technical, regulatory, and economic sense: in Azure, in your datacenter, at the edge, or in specialized operating models.

01

Keep control

Infrastructure, policies, security, and operations are planned as one consistent model instead of being spread across disconnected silos.

02

Make cloud usable everywhere

Azure capabilities are extended to the places where workloads, data, and latency requirements demand them.

03

Make operations realistic

Architectures are tested against real hardware, real operational limits, and real dependencies before anyone calls them done.

Four pillars for sovereign hybrid cloud architectures.

Data sovereignty

Data, workloads, and operational responsibility are placed deliberately: based on compliance, latency, protection needs, and business relevance.

Unified governance

Azure Arc, Azure Policy, RBAC, tagging, inventory, and security controls create a consistent governance model across cloud, datacenter, and edge.

Production-grade architecture

Designs include availability, lifecycle, networking, identity, backup, monitoring, security, and operations from the beginning. The demo is a by-product.

Alliance instead of isolated ownership

Microsoft, hardware partners, service providers, and internal IT are brought into a shared operating and escalation model. Less finger-pointing, more ownership.

The right Azure technologies for distributed infrastructure.

Sovereign hybrid cloud is not created by a single product. It is created by the right combination of Azure, Azure Local, Azure Arc, security, networking, identity, and datacenter architecture.

Azure Local

Azure capabilities in your own datacenter, distributed locations, or edge environments, for workloads that need local control, low latency, high availability, or specific compliance requirements.

Azure Arc

Unified management, governance, and security for servers, Kubernetes, databases, and infrastructure outside Azure, managed like Azure resources.

Microsoft Azure

Scalable cloud services, platform capabilities, security, monitoring, automation, and governance as a central part of the operating model.

Microsoft Defender for Cloud

Security posture management, workload protection, and recommendations for cloud, hybrid, and on-premises resources.

Azure Stack Hub

For scenarios where existing Azure Stack Hub expertise, isolated operating models, or specific legacy and sovereignty requirements still matter.

Datacenter & Hardware

Sizing, networking, storage, lifecycle, firmware, vendor compatibility, and operational reality decide whether hybrid cloud works in production.

The lab that proves the architecture.

While others present target architectures, we test them.

BORDONARO IT operates an enterprise test environment for Azure Hybrid architectures on real datacenter hardware. Designs, dependencies, failure scenarios, and operating models are validated before they reach customer production.

This reduces project risk, makes recommendations more reliable, and ensures decisions are not based on vendor slides alone.

upto 200 Gb/s network bandwidth

Real enterprise hardware

Azure Hybrid architectures are tested on hardware that reflects real customer environments. Miniature demo setups prove nothing.

Find failures before they become expensive

Networking, storage, updates, firmware, identity, policies, and operational processes are tested where failures do not cause production outages.

Vendor reality instead of PowerPoint

Dell, Lenovo, HPE, Cisco, Microsoft, and other components must work together, instead of individually on datasheets.

Designed for operations

Monitoring, backup, lifecycle, roles, escalation, and documentation are part of the architecture from day one.

“Our lab is bigger than many production systems. That is not arrogance. It is responsibility.”

The location

At home in Data Center Rhine-Neckar II.

Sovereignty starts with the location. Our lab runs in Data Center Rhine-Neckar II (DCRN II) by PFALZKOM, a subsidiary of Pfalzwerke, our grid operator in Rhineland-Palatinate. DCRN II is the largest commercial data center in Rhineland-Palatinate and one of the most modern in Germany: 2,340 m² of server area in four separate fire compartments, powered directly by PFALZWERKE's own supply grid.

We only work with the best, rooted in our region, and always with the goal of long-term success. Quick wins have never been our business model.

High-availability class 4. It does not get higher.

Together with DCRN I, DCRN II forms a TÜV/tekit-tested Tier 4 availability network, the highest class awarded. Each site individually: TÜV-tested class 3+. Guaranteed minimum availability: 99.98% per year.

HOW THE ALLIANCE WORKS

One point of contact. One team behind it.

A real-world example: Modern Work, 24/7 Azure operations, and tenant security, delivered together with a Sovereign Cloud Alliance partner.

The customer talks to one person: Dino Bordonaro. He develops the concepts, orchestrates the Alliance, reviews the quality, and owns the overall strategy and operations.

Behind him, the Alliance works as one team: the Alliance partner runs the end-user hotline and ensures 24/7 availability, with a clear escalation chain up to BORDONARO IT and the customer's datacenter team. When the hardware sits in our datacenter, the partner expands capacity in co-management with BORDONARO IT.

This partnership feels like family. Our shared journey began in 2017 and has grown steadily since 2019: it emerged from the former Azure Stack Alliance, through which we consulted on, operated, and trained Azure Stack systems worldwide, for end customers and OEMs alike. We are not a classic service provider network. We are an external family. Today you would call it patchwork.

They expand capacity in co-management with BORDONARO IT, but in a way the customer never even notices, because within the Alliance we are one team.

FAQ

Is SOVEREIGN CLOUD ALLIANCE a product?

No. SOVEREIGN CLOUD ALLIANCE is an initiative and architecture/operating framework for sovereign Azure Hybrid scenarios. It connects strategy, technology, lab validation, implementation, and partner coordination.

Is this a certified sovereign cloud?

Not as a blanket product claim. The term “sovereign” describes the architectural goal: to design data placement, operations, governance, compliance, and technical control deliberately. Specific legal, regulatory, or industry requirements must be assessed per project.

What role does Azure Local play?

Azure Local brings Azure capabilities into customer-owned or distributed environments. It is especially relevant when workloads must remain local, require low latency, need high availability, or are subject to compliance and data residency requirements.

What role does Azure Arc play?

Azure Arc extends Azure management, governance, and security to resources outside Azure: servers, Kubernetes, databases, VMware environments, and Azure Local.

Why does the lab matter?

Because hybrid cloud looks simple in PowerPoint and often fails in production details: networking, storage, firmware, identity, security, updates, monitoring, backup, and operations. The lab helps validate these topics before production.

Who should book a strategy call?

Organizations that use or plan to use Azure, but cannot or do not want to move all workloads, data, or operational responsibilities into the public cloud.
